I get you about the swap issues. Your blog is so popular and known a bit for swaps so you probably get more bad eggs. I always feel more confident swapping with someone if they have a blog, or a flickr account, or SOME kind of long term online presence other than just an email account. The annoying hard way to 'vet' people would be to have 'low risk/low effort' swaps accessible to new people, and 'high risk/high effort' swaps only available to people who had had a successful swap. But that would be WORK.
